Why does the Pope live in Rome and not in Jerusalem?

I think I've answered this before but here goes again.

The papacy is based in Rome because St. Peter, the Prince of the Apostles and the "First Pope" died and was buried in Rome along with St. Paul. St. Peter was the Bishop of Rome and the Rock (that's what Peter means) upon whom Christ built His Church.
